Why so much of this table says "not published". Most providers quote employers and retailers privately. That is a commercial choice, and it is why a comparison like this does not otherwise exist. Where a figure here comes from a third party rather than the provider, the note says so.

Cyclescheme
Reduced from 10% on bikes and 15% on accessories after sustained retailer pressure. Works with around 2,600 retailers, the largest network in the market.
Green Commute Initiative
A social enterprise that reinvests profit into cycling participation. The only major provider publishing both a commission rate and a no-exit-fee commitment.
Gogeta
Formerly Velomatch. Partnered with Green Commute Initiative, which holds the regulated side. Reported to monetise purchase-intent data rather than commission.
Halfords Cycle2Work
Not published by Halfords. The 10% figure is reported by Evans Cycles, describing what it pays as a participating retailer.
DASH Rides
Markets on employer simplicity: no upfront funding, no finance agreement, and setup described as taking around fifteen minutes.
Evans Ride to Work
Retailer-operated. Evans Cycles Limited is an appointed representative of Consumer Credit Compliance Limited, which is what permits it to enter consumer hire agreements.
Vivup
A broad employee benefits platform rather than a cycling specialist. Cycle to work is one product among many.
Why the commission matters to you
The commission is charged to the bike shop, not to the employer or the employee. Shops absorb it out of a margin that is already thin, which is why over 500 of them have signed a campaign for change, and why retailers told a parliamentary committee the schemes were taking margin they could not spare.
For an employee that has a practical consequence. The shop you want to buy from may not accept your employer's scheme, so it is worth checking before you choose a bike rather than after.
